Company Description

Darussalam Assets Sdn Bhd is a holding company of the Government of Brunei Darussalam established to be the strategic owner of Brunei's Government-Linked Companies (GLCs). We are looking for highly motivated and suitably qualified candidates to fill the Chief Executive Officer role within the DA Group of Companies in the Information Communication and Technology ("ICT") sector.

Position Summary

The Chief Executive Officer (CEO) is fully accountable for the leadership, performance, and transformation of the Company in accordance with the Board-approved strategy, policies, and governance framework. The role requires the CEO to concurrently:

 

  • Run the Company’s core business effectively and reliably,

 

  • Lead and deliver meaningful operational and digital transformation,

 

  • Drive commercial performance with strong financial discipline, and

 

  • Manage complex government, regulatory, shareholder, and public stakeholders.

 

This is a high-accountability, execution-focused CEO role. The successful candidate will have proven experience leading a complex, regulated organisation with full P&L accountability, while executing change and maintaining institutional credibility.

Key Roles and Responsibilities

  • Assume full executive accountability for the Company’s overall performance, sustainability, and reputation,
    including leadership of the Management team, setting clear priorities, and holding executives accountable
    for delivery against agreed outcomes.

 

  • Lead the development and execution of the Company’s strategic plans, ensuring alignment with shareholder and national objectives, while translating strategy into clear initiatives, performance targets, and measurable
    results.

 

  • Drive and deliver meaningful operational and digital transformation across the enterprise, including changes to operating models, policies, processes, systems, customer journeys, and ways of working, to achieve step- change improvements in efficiency, service quality, resilience, and competitiveness.

 

  • Take primary responsibility for commercial performance and financial discipline, including revenue growth, profitability, cost optimisation, capital allocation, and long-term financial sustainability, making disciplined
    trade-offs within a regulated operating environment.
    Ensure the effective, secure, and reliable operation of the Company’s core ICT services, with strong
    executive oversight of operational performance, customer experience (CX), service quality, data, and
    enterprise risks.

 

  • Act as the principal representative of the Company with shareholders, Government entities, regulators, and key public stakeholders, ensuring compliance with all regulatory and governance requirements while exercising sound judgement, independence, and credibility in managing competing commercial and public interest objectives.

Minimum Requirements

  • Proven 15 years of experience in leadership roles in Brunei and/or abroad with full P&L accountability in a complex, regulated or government-linked organisation.

 

  • Strong business related degree. 

 

  • Deep understanding of ICT, Digital Solutions, telecommunications, or technology-enabled business, including regulatory and commercial considerations.

  •  Sound judgement, decisiveness and accountability in making hard trade-offs.

 

  • High integrity, credibility and communication capability appropriate for a substantive organisation.
