Job Description
The HSE Officer is responsible for promoting a positive, safe and healthy culture across the organization. The role requires a strong background in health, safety and environmental (HSE) management, excellent communication skills, and commitment to ensuring compliance with HSE regulations and standards.
Responsibilities and Tasks
- Develops, reviews and communicates HSE policies, plans and manuals to all employees
- Keeps abreast of current and emerging HSE related issues, standards and practices and proposes plan of action to management and HSE Committee on a timely basis
- Develops and implements safe work practices and procedures, including permit-to-work systems, job hazard analysis, and risk assessments, in line with work activities
- Promotes a strong safety culture, environmental stewardship, and continuous improvement by fostering awareness through talks, briefings, campaigns and other engagement actitivities
- Conducts regular risk assessments and safety audits to ensure compliance with HSE policies and regulations
- Manages the control of movement and use of hazardous subtstances in the organization
- Nurtures relationships with external entities and actively organizes and participates in awareness events
- Develops training plans for employees at all levels in accordance with the HSE competency matrix, and ensures the successful delivery of the training program
- Collaborates with relevant departments to comprehensively address all safety aspects and implement risk management strategies for projects and processes
- Investigates and analyzes accidents, near misses, and incidents to determine root causes, contributing factors and recommends corrective/preventive actions
- Actively involves in contractor selection process by assessing contractors, reviewing safety documentations, and ensuring compliance with organization's safety standards and safety legislations
- Obtains and maintains necessary permits, certifications, and approvals related to HSE
- Facilitates regular HSE committee meetings to discuss HSE related topics, fostering a collaborative environment for addressing relevant concerns and promoting a safe and healthy workplace
- Develops guidelines and procedures for emergency responses and ensuring the safety and wellbeing of employees, visitors and assets
- Analyzes reports, findings and other relevant datas to implement strategies that enhances the effectiveness of safety measures and drive positive change
- Champions eco-friendly practices by exploring sustainable alternatives and implementing initiatives to minimize environmental impact
- Performs any other duties as deemed appropriate by direct supervisor and/or HOD or equivalent capacity

Education
Advance Diploma in Health, Safety and Environmental, Occupational Health and Safety, Environmental Science or relevant areas and equivalent working experience.
