Job Title: M&E Technical Officer

Job Description
- Reporting to the Head of Asset Management.
- Supervise Assistant Technical Officer.
- Oversee the Preparation of preliminary estimates, tender/quotation document consisting of specifications and bill of quantity.
- Assess tenders and quotations from contractors and subcontractors and, where appropriate, negotiate with the contractors. Prepare proposal and seek approval when required.
- Oversee the maintenance, repair and inspection of mechanical and electrical systems.
- Develop and implement preventive maintenance schedules to extend lifespan of equipment and systems while minimizing unexpected failures
- Ensure all mechanical and electrical systems comply with relevant regulations, safety standards and industry best practices.
- Supervise and assist to expedite payment.
- Attend ad-hoc issues from occupants of properties and security guards located at different properties and to provide recommendation for further action.
- Regular reporting on project status and Asset Management Meeting.
- Assess variation order, extension of time or S.O instruction when required.
- Escalate problems with recommendation for further action, at the earliest opportunity to the Asset Manager.
- Assist in assessing performance of contractors, on a monthly basis.
- Assist in budget planning and control for contracts.
- Maintain accurate records of maintenance activities, equipment manuals and technical documentation.
- Perform other related duties as required.
Requirement
- Citizen of Brunei Darussalam.
- Have valid driver license and own transportation.
- Minimum academic qualification of Bachelor’s Degree in Mechanical/Electrical Engineering or its equivalent.
- Possess at least 3 years of relevant work experience in facilities management or building services.
- Proficient in using Microsoft Office application, such as Words, Excel, Powerpoint etc.
- Excellent communication and interpersonal skills.
- Ability to work independently and as part of a collaborative team.
