Job Description

Executes financial planning, cost modelling and budget monitoring under COO Office ensuring accuracy, transparency and adherence to frameworks established by HOD. Provides financial analysis, TCO assessments and commercial support for infrastructure investments on assigned initiatives while driving cost optimization, risk evaluation and process improvement. Oversees and develops the team and maintains operational continuity, including acting on delegated authority during the HOD’s absence.

Responsibilities and Tasks

  • Model Development: Manages and maintains 6-year financial cost model under the HOD’s framework, ensuring accuracy of assumptions, completeness of cost drivers, and integrity of projections. Oversees Cost Planner in supporting model inputs and variance analysis
  • Total Cost of Ownership (TCO) Analysis: Manages TCO modeling for assigned projects, consolidating departmental inputs, validating assumption and preparing draft business cases for HOD review and approval
  • Cost Analysis: Conducts details cost analysis for assigned initiatives or deparments to identify cost savings opportunities and reduce inefficiencies in all department under COO office
  • Strategic Planner: Supports HOD in strategic planning by consolidating and coordination of departmental budgets under COO Office. Reviews and challenges CAPEX and OPEX submissions to ensure accuracy. Guides Cost Planner in forecasting and data collection
  • Risk Assessment: Conducts financial risk assessments for assigned infrastructure investments, analyzing potential impacts and providing actionable recommendations. Supports HOD participation in the Impact Assessment Network (IAN) Committee and Investment Review Board (IRB)
  • Procurement Support: Analyses Statements of Compliance (SoC) for assigned RfPs related to infrastructure purchase and development, translates the business requirements into commercial templates for participating vendors to use and submit their commercial proposals
  • Financial Negotiation: Contributes to the negotiation of assigned RfPs, working closely with Procurement to provide data, analysis and commercial insights
  • Budget Management: Oversees PR and budget transfers validations across COO Office, ensuring compliance with approved budget allocations and directing resolution or escalation where required. Directly evaluates and validates PR submissions and budget transfers under ICT Services, GSM, SDU & COO Cost Center
  • Internal Controls: Implements and improves financial processes for COO Office, leveraging automation tools to enhance efficiency, governance and reporting accuracy. Ensures compliance with policies and standards within COO office
  • Forensics: Leads coordination of team proficient in SAP for extracting, validating, and analyzing data to provide actionable insights on cost contributors during cost optimization exercises
  • Automation: Designs, implements and manages the operation & maintenance of automation applications that streamline administrative and operational tasks improving efficiency and reducing manual errors
  • Assumes delegated HOD responsibilities during formal periods of absence, ensuring operational continuity and maintaining effective stakeholder relationships
  • Coaches and mentors subordinates and contributes to their personal and professional development and carries out regular performance reviews with subordinates and provides guidance and feedback

Education

Bachelor's Degree in Business Economics, Accounting & Finance, Management or relevant areas and equivalent working experience.
