Job Title:  Senior Officer - Building Operation and Maintenance

Job Summary

  • Provide support to the business for the comprehensive upkeep of Royal Brunei Airlines (RB) building related assets and facilities equipment, providing leadership to allow technicians to carry out maintenance to facilities relating to the airline operations.
  • Coordinate and manage building and maintenance service activities focusing on providing a timely, cost-effective and end-user-focused asset management service to RB facilities.
  • Oversight of building facility stores, mail handling and receptionist services at the Collaboration Hub, ensuring professional service delivery and operational efficiency.

Job Description

  1. Fulfill the responsibilities of this role in accordance with RB’s core values, procedures and policies.
  2. Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces.
  3. Provide support and advise with recommendation to the Facilities Management Section (FM) in the provision of a high-quality service with a strong end user focus.  This includes proactive participation in and leadership of quality assurance programs, occupational health and safety, audits and performance management. 
  4. Work order management:
    • a) Plan and prioritise daily distribution of work orders (both preventative and corrective) to Technicians, ensuring all work is completed to maintenance requirements and in a safe manner;
    • b) Manage a timely and responsive corrective maintenance system that can respond 24 hours per day to support the delivery maintenance and related support services;
    • c) Distribute work assignments among the team and monitor progress of all tasks in-hand, ensuring on-time completion with attaining high standard of workmanship;
    • d) Perform periodic briefing of work-plan to the team assigned under his/her control with emphasis on safety aspect;
    • e) Verification of completed work orders;
    • f) Review monthly work-order register together with Controller – Scheduler & New Works to ensure all work-orders are closed and plan work as required;
    • g) Provide progress update to Controller – Scheduler & New Works of work activities, especially if it relates to modification of schedules or long outstanding work orders; and
    • h) Co-ordinate with end-users on progress of work, down-time, material requirement and other matters that may impact the progress of the maintenance program.
  5. Support in developing and implementing preventive maintenance programs including scope definition and checklists for new equipment and previously unmaintained items.
  6. Involve and manage external contractor coordination by scheduling works to ensure timely completion with adequate supervision, and maintain effective working relationships with internal departments, external customers and contractors.
  7. Fulfill the role of section safety officer by managing emergency evacuation procedures, maintaining the facilities risk register, coordinating with Corporate Risk Division, and ensuring that safe and good housekeeping practices are always maintained in all work areas.
  8. Involve in developing long-term spare parts forecasting and ensure adequate provisioning of spares/materials through coordinated requests with FM building store.
  9. Liaise with RB Procurement Section regarding Expenditure Forms (EF) for any external contractor services required for FM maintenance and operations.
  10. Overseeing and manage team readiness by ensuring members are adequately prepared for daily tasks (including necessary tools, equipment, training need and asset updates) while maintaining sufficient manpower coverage and ensuring all subordinates take their annual leave throughout the year.
  11. Involve in undertaking quarterly building condition assessments for all facilities, prepare formal inspection reports, and provide rectification recommendations to ensure compliance and safety standards.
  12. Prepare and maintain comprehensive documentation, reports and presentations as required for FM operations and management reporting.
  13. Provide oversight of mail handling and receptionist services at the Collaboration Hub, ensuring professional service delivery and operational efficiency.
  14. Monitoring and involve in implementation of section procedures relating to operational duties and requirements of the section.

Education

  • Bachelor's Degree or HND in Project Management/Building Services/Civil/Structural/ Mechanical/Electrical dicipline, and/or
  • Minium of 3 - 5 years of experience in a relevant field.

 

Training

Any training course related to project management skills.
