Job Title:  Director of Satellite Services

Job Summary

• Provide strategic leadership oversight for the Satellite Services, ensuring the effective governance, operational excellence, and sustainable growth of all satellite services under Jerudong Park Medical Centre.
• Lead the delivery of integrated, patient-centred ambulatory, primary care, occupational health, and community-based healthcare services across all satellite clinic locations.
• Drive clinical excellence and implement strategies to expand the organisation's satellite healthcare network, supporting improved healthcare accessibility, business growth, and alignment with the organisation's strategic objectives.
• Oversee the operational performance, financial sustainability, workforce capability, and resource optimisation of all satellite to ensure efficient and cost-effective service delivery.
• Ensure compliance with all healthcare regulations, accreditation standards, licensing requirements, and organisational policies across all satellite clinic operations.
• Promote and foster strong collaboration between satellite clinics and hospital-based services to ensure seamless patient referrals, continuity of care, and integrated clinical pathways.
• Collaborate with the Chief Medical Officer (CMO) to establish the strategic direction of the Satellite Clinics, aligning operational, clinical and financial priorities with the organisation's mission and long-term healthcare strategy.
• Drive continuous quality improvement, service innovation, digital transformation and operational excellence across the satellite clinic network.

Principles Duties and Responsibilities

• Strategic Leadership & Service Governance.
  • Develop and execute the strategic direction of the Satellite Services, aligning objectives with the organisation's vision, mission, and long-term healthcare strategy to improve healthcare accessibility, operational excellence, and patient outcomes.
  • Collaborate with the Chief Medical Officer, Centre Directors, and Heads of Departments to strengthen the integration of satellite services with hospital-based specialist services, ensuring seamless continuity of care across the patient journey.
• Satellite Services Operations and Service Delivery.
  • Provide executive oversight of the day-to-day operations of all Satellite services, ensuring safe, efficient, patient-centred, and high-quality healthcare service delivery.
  • Ensure operational consistency across all Satellite services through the standardisation of clinical workflows, administrative processes, service protocols, and patient care pathways.
• Clinical Quality, Patient Safety and Patient-Centred Care.
  • Ensure all clinical services delivered within Satellite services adhere to evidence-based clinical practice guidelines, professional standards, and organisational policies.
  • Lead the implementation of clinical governance programmes that promote patient safety, quality improvement, risk management, and continuous monitoring of clinical performance.
• Corporate Healthcare, Occupational Health and Business Development.
  • Provide strategic oversight of occupational health and corporate healthcare services, ensuring high-quality healthcare programmes that meet organisational and client requirements.
  • Develop and strengthen strategic partnerships with corporate organisations, government agencies, insurers, and external stakeholders to expand healthcare services and organisational reach.
• Financial, Resource and Workforce Management.
  • Develop, manage, and monitor the annual CAPEX and OPEX for the Satellite services, ensuring responsible financial stewardship and sustainability.
  • Ensure efficient utilisation of financial, human, technological, and physical resources while maintaining high standards of patient care and operational performance.
• Research, Innovation and Digital Transformation.
  • Promote a culture of innovation, research, and evidence-based practice to enhance healthcare delivery and improve patient outcomes across Satellite services.
  • Support the implementation of digital health initiatives, including electronic medical records, telemedicine services, digital patient engagement platforms, and healthcare analytics.
• Accreditation, Compliance and Regulatory Governance.
  • Ensure all Satellite services comply with applicable healthcare legislation, licensing requirements, accreditation standards, organisational policies, and professional regulations.
  • Lead accreditation readiness initiatives, ensuring compliance with Joint Commission International (JCI), national healthcare standards, and other applicable quality frameworks.
• Stakeholder Engagement and Community Partnerships.
  • Develop and maintain collaborative relationships with internal and external stakeholders to strengthen integrated healthcare delivery and organisational partnerships.
  • Represent the Satellite services at executive meetings, healthcare forums, government engagements, professional organisations, and community events.

Professional Requirements

• Currently working or have a minimum of fifteen (15) to twenty (20) years of clinical experience in Family Medicine, General Practice, Primary Healthcare, Internal Medicine, Occupational Medicine, Community Healthcare, or other relevant medical specialties, with a proven ability to provide high-quality patient care across various medical specialties.
• A minimum of fifteen (15) years of postgraduate clinical training.
• Experience in primary healthcare, ambulatory care, community healthcare, or occupational health services is essential.
• A minimum of ten (10) years of progressive leadership and people management experience within a healthcare organisation, including responsibility for multidisciplinary clinical teams, operational management, and organisational performance.

Educational Requirements

• Postgraduate qualification in General Medcine, a related medical specialty, or other relevant fields, or a Master's degree from an institution recognized by the Brunei Medical Board.
• Professional Fellowship or Membership such as Fellow of the Royal Society (FRS), or equivalent with equivalent training in general medicine or internal medicine, with additional expertise in other areas of medical practice, such as emergency care, critical care, or preventive medicine, considered an advantage.
• Possession of a Primary Medical Degree (MBBS or equivalent) from an institution recognized by the Brunei Medical Board.

Specialised Skills/Knowledge/Attribute Requirement

• Advanced expertise in General Practice, Primary Healthcare, Internal Medicine, Occupational Medicine, Community Healthcare, including the diagnosis, treatment modalities, and management of a wide range of acute and chronic conditions across various specialties.
• Ability to lead and coordinate multidisciplinary teams, including physicians, nurses, allied health professionals, and administrative staff, to provide comprehensive, patient-centered care.
• Familiarity with healthcare accreditation standards (e.g., Joint Commission, ISO 9001) and local regulations, ensuring compliance with legal, safety, and quality standards for medical services.
• Strong understanding of financial management in healthcare settings, including budget planning, resource allocation, and cost management, while maintaining high standards of care.
• Ability to represent the hospital’s Satellite Services in various forums, including medical conferences and community health programs, advocating for the hospital’s role in improving public health outcomes.
