Job Summary
The Senior Officer, HR Operations, plays a key role within the HR team, providing essential operational support across multiple HR functions. The primary focus of this role is within Compensation & Benefits, particularly in managing end-to-end payroll processes — from system operations and workflow management to procedures, calculations, and the accurate input of salaries, overtime, claims, and other employee benefits.
In addition, this role supports and oversees broader HR operational activities, including recruitment, general HR administration, payroll, performance management, and more. It ensures all processes are aligned with the strategic objectives set by the HR Manager. As part of the middle management team, the Senior Officer is critical in ensuring that HR operations are executed efficiently, accurately, and in full compliance with legal requirements, company policies, governance frameworks, and standard operating procedures.
Main Duties and Responsibilities
Payroll Processing
- Manage end-to-end payroll, including salary computation, amendments and online banking updates.
- Submit payroll reports to the Board and recondiliation to Finance with HR Manager approval.
Compensation & Benefits
- Administer compensation policies in line with labor laws and company strategy.
- Ensure accurate payment of salaries, claims, overtime, deductions, and housing schemes.
Statutory Contributions & Compliance
- Process SPK via the automation system by the 15th monthly.
- Handle statutory deductions and ensure timely government reporting.
- Maintain full legal compliance.
Payroll Systems & Workflow
- Record payroll data in the HR system for pay slips and documentation
- Improve and follow streamlined payroll workflows.
HR Operations & Support
- Support core HR functions such as recruitment, HR initiatives, and business partnering.
- Track task progress and report to the HRA Manager
Policy & Compliance
- Advise on HR Policies (STE), employee relations, and labor law compliance.
- GUide teams on policy implementation.
Talent & Performance Management
- Support departments with performance appraisals and talent development.
- Contribute to upskilling across organization.
Startegic HR Support
- Assist with HR strategy, KPI development, and continous improvement.
- Recommend process engancements based on feedback and best practices.
Employee Engagement
- Collaborate on initiatives that boost staff engagement and interdepartmental connection.
Job Requirements
- HR & Payroll Systems: Responsible for data accuracy in JPCC’s HR System and payroll system; proficient in related software.
- Confidentiality & Compliance: Handles sensitive information with care; knowledgeable in local labor laws and payroll regulations.
- Technical Skills: Proficient in Microsoft Office, especially Excel and Word.
- Analytical & Problem-Solving: Strong ability to identify issues, propose solutions, and support execution.
- Communication & Time Management: Effective in written/verbal communication; able to manage multiple tasks and meet deadlines.
- Adaptability & Mobility: Flexible, decisive, and able to handle external document delivery as needed.
Education and Work Experiences
- Bachelor’s Degree, Higher National Diploma, or Advanced Diploma in Human Resources or a related field.
- Minimum of 5 years’ experience in Human Resources.
- Proven track record in HR operations, including recruitment, business partnering, and other HR functions, with a strong focus on Compensation & Benefits.
